Еще раз повторю. Этот "пункт 64" относится к серьезному фолу(там это даже в заголовке страницы). Серьезный фол это то что происходит, когда к опасной игре добавляется физический контакт. В правилах это прописано не четко, но прописано:

Согласен, тут не очевидно. Очевидно это становится из списка из 7 пунктов, согласно которым судья имеет право и обязан удалять. Этот список я привел здесь полностью. И в этом списке нет опасной игры. Есть только срыв голевой возможности фолом, за который предусмотрен штрафной. Никакой другой из 7 пунктов к опасной игре привязать невозможно.
